Job Purpose
The job holder will be responsible for business partnering activities and collaboration with shared services for Accounts Payable (AP) and other services functions.
Key Accountabilities :
Budgetary control
• Review Purchase requisitions and monitor budget adequacy, implement budgetary controls to ensure that expenditures are within the budget and that adequate controls are in place.
Business Partnering activities
• Manage receipt and release of guarantees.
• Manage issuance of approval of contractor assignments.
• Liaise with business partners within and outside DHRE to conclude contracts and transactions.
• Support in monitoring the SLA with shared services and collaborate with shared services on day-to-day activities to ensure consistent service delivery and compliance with the shared services Performance KPIs.
• Support in monitoring the execution of SLA with third parties, in collaboration with shared services to ensure consistent service delivery and compliance with the Performance KPIs.
• Work closely with stakeholders across functions in a fast-paced environment and provide solutions to issues to foster collaboration, identify problems proactively, and develop effective solutions.
• Work on projects / initiatives as assigned including any corporate level projects to contribute to overall company goals and demonstrate adaptability.
• Responsible for maintaining functional procedures, internal controls, and reporting in conformity with company procedures, group policies, IFRS and laws, regulations and statutes while directing specific areas within the overall department operation.
Project Capex review
• Review and conclude allocation of infrastructure costs and month-end accruals for projects and other verticals, provision for EOT, claims and other Capex activities.
• Prepare capital work in progress reconciliation at project level.
• Review and conclude allocation of DEWA costs to other verticals.
• Assist in performing comprehensive review of substation cost share calculations to ensure accurate and fair charging to investors for the associated costs.
• Assist in impairment review of capital work in progress.
• Assist in reviewing payroll provided by the Project teams to the respective projects.
• Review cost reports for both built to sell and infrastructure projects to analyse and assess the financial performance of these projects, identify any cost overruns or inefficiencies, and provide recommendations for improvement.
• Prepare ah-hoc reports and analysis requested.
• Maintain strong relationships with key stakeholders across various departments, fostering collaboration and alignment.
• Play a pivotal role in optimizing accounts payable processes, ensuring timely and accurate vendor payments, and maximizing financial transparency.
Reporting and Audits
• Support shared services in monthly closing activities.
• Review project cost accruals submitted by the Project teams.
• Review Project cost reports and Capital work in progress analysis, received from shared services.
• Review Accounts Payable (AP-Opex and Capex) schedules, received from shared services.
• Review supplier reconciliations.
• For activities not managed by shared services, support for any statutory audit requests from Reporting team / Internal Audit, to facilitate effective communication and coordination between the finance department and auditors, ensuring timely and accurate provision of requested information for audit purposes.
Process and Policies Review
• Review and update processes and policies, including segregation of duties for accounts payable (AP).
• Participate in implementation of Unifier (Oracle tool).
• Actively seek automation of controls across DHRE using financial systems and innovative technology to enhance control design and effectiveness.
• Identify opportunities to improve AP processes, implementing automation and streamlining workflows for increased efficiency.
IFRS / Accounting Technical Aspects
• Review monthly complex Percentage of Completion (PoC) workings for DHRE projects based on International Financial Reporting Standards (IFRS) and collaborate with the Development and Infrastructure teams to ensure accurate and compliant revenue recognition practices.
Qualifications, Experiences, Skills
Minimum Qualifications and Knowledge:
- Association of Chartered Certified Accountants (ACA)/Certified Public Accountant (CPA)/ the Association of Chartered Certified Accountants (ACCA) Qualified
Minimum Experience (number of years):
- Minimum 3-5 years of professional experience in managing payments in a dynamic, fast-paced environment.
Job Specific Skills:
Strong IFRS Knowledge, VAT Compliance, hands on accounting and operational experience in related industry (Real Estate or Construction).
Working Knowledge of Oracle Fusion, Unifier and Salesforce.
Ability to work with and interpret data

Understanding of the RERA Transaction Accounting System and Escrow payment mechanisms
