Job Summary:
Provides leadership and ensure collaboration with community stakeholders to
deliver program services to the elderly residents residing in Rio Blanco
County. Responsible for planning, governance, fiscal management,
compliance, evaluation and team management in the successful delivery of the
programs, services, functions, and operations.

Ensure compliance with federal and state regulations.
Establish, guide and direct staff in the proper use of the departmental
policies, goals, and objectives.
Manage personnel (including hiring, evaluation and training) in the
senior nutrition and senior transportations programs.
Collaborate with the Budget Director on the budget preparation and monitor the
budget expenditures and revenue for the senior nutrition/transportation
programs.
Ensure compliance with the Community Service Block Grant (CSBG) and Area
Agency on Aging (AAoA) grants to support the operation of the senior
nutrition/transportation program.
Complete and oversee the community needs assessment, strategic plan and
community action plan.
Monitor and report agency compliance with the CSBG Organizational standards
Facilitate Community Services Block Grant (CSBG) programmatic reporting;
collect, compile and draft the narrative, fiscal, National Performance
Indicators, and demographic data required for the annual CSBG report.
Perform program planning, implementation and analysis of agency
projects/service as it relates to the AAoA and CSBG grant requirements
Maintain confidentiality in accordance with standards.
Create, maintain and report on CSBG board minutes, files, reports,
contracts, and correspondence.
Provides reports and presentations to a variety of boards and commissions.
Research and establish new grant funding for senior programs.
Inventory management of senior nutrition programs; including the ordering of
necessary items needed and menu guidance development.
Maintain communication with the Human Services Director and staff.
Be present at both meal sites at least twice a week.
Assist with meal preparation and converge of meal sites when needed to avoid
closure of meal sites.
Performs other duties as assigned.

Experience collaborating with boards, department heads, and community
agency executive directors.
Knowledge and experience serving the elderly/aging population.
Requires the ability to analyze problems, identify alternative solutions,
project consequences of proposed actions, and implement recommendations in
support of goals to improve operations, procedures, policies, or methods.
Must be able to understand federal and state partnerships, policy
development, and laws and regulations as well as be able to apply a
strategic mindset to the development, implementation and evaluation of aging
programs and services.
Principles, practices, and objectives as related to report writing,
research methods, and data compilation.
General office practices and procedures.
Education and/or Experience:
Any combination of education, training and experience wh ch provides the
required knowledge, skills, and abilities to perform the essential
functions of the job.
Equivalent to a Bachelor's degree from an accredited college or university
with a degree in sociology, human services, psychology or any other
related field is highly desired.
Prior experience in working with senior citizens.
Prior grant administration experience is highly desired.
Licenses or Certificates:
Valid driver license.
Food safety certification within 1 week of hire

Occasional movement required - stooping, reaching, handling,
fingering, walking over rough, uneven terrain.
Frequently required - talking and hearing.
Computer and office equipment use is frequent.
Driving is frequent.
