Deputy Academy Program Manager
We are looking for experienced Deputy Program Manager to provide overall management and direction of the SAIC team providing air traffic controller training at the Federal Aviation Administration’s (FAA) Academy in Oklahoma City, OK, under the Controller Training Solutions (CTS) contract.
The Federal Aviation Administration (FAA) is responsible for ensuring that air traffic control specialists provide the flying public with a high level of safety and professionalism. A well-trained Air Traffic Control (ATC) workforce plays an essential role in fulfilling this responsibility. The FAA employs more than 14,000 air traffic controllers. They work in air traffic facilities of varying sizes, safely separating more than 50,000 aircraft in the National Airspace System (NAS) each day.
To provide such air traffic services, the FAA trains new air traffic control specialists and provides recurrent training to current air traffic control specialists. The FAA utilizes Contractor-provided instructional services at the FAA Academy in Oklahoma City and at FAA ATC facilities around the country to ensure these training needs are met. The scope of the contractor-provided services includes all training and training program support to successfully train and prepare students to become fully certified air traffic controllers. SAIC must provide training and training related support services as required for all types and levels of ATC facilities.
Description:
SAIC is looking for an experienced Deputy Program Manager for the FAA Academy training program. This individual is responsible for assisting the CTS Program Manager in overseeing and directing the activities of all contract personnel providing support at the FAA Academy under this contract. This individual must be located in Oklahoma City, OK and will work on-site at the FAA Academy. The CTS team at the FAA Academy has in excess of 500 full, part-time and casual instructors and other technical and administrative support personnel. The Deputy Program Manager should have expertise in the following areas: Program Management and Training Support that includes classroom training, simulation/laboratory training, and monitoring of student progress.
This position would include a few months of overlap with the incumbent Deputy Academy PM before taking over full program management responsibilities.
Qualifications
Required:
Candidates for this position must have demonstrated experience managing a program or organization of similar size and scope to this contract. The candidate must have at least 10 years of relevant experience in the management and administration of efforts of scope and complexity comparable to that anticipated under this contract.
The candidate must have a minimum of a bachelor’s degree in the business management field and eighteen years' experience in the management and administration of efforts of scope and complexity comparable to that anticipated under this contract. Experience may be considered in lieu of a bachelor’s degree.
The candidate must have prior management experience in an Air Traffic Control facility, or management experience comparably relevant to the management of this effort.

Desired:
Management and/or instructor experience at the FAA Academy
Experience managing diverse employee groups such as union/non-union and exempt/non-exempt employees.
Experienced change management leader.
Ability to support SAIC and FAA diversity goals through the leadership of the CTS Academy team.
Labor relations experience. The CTS team at the Academy is primarily a union team with separate CBAs, one governing labor relations with the Instructors/Lab Managers and the second for the RPOs.
US Citizenship required with the ability to obtain and maintain a Public Trust clearance
