Summary About the Position: As the Chief of Legislative Affairs, U.S. African Command (USAFRICOM) Washington Liaison Office, the incumbent is responsible for providing legislative program continuity across a complex and diversified Command organization with an Area of Responsibility of 53 countries and across numerous functional programs. Responsibilities Synthesizes highly complex and voluminous materials, and in presenting complex ideas, conclusions, and recommendations persuasively and effectively, both orally and in writing. Briefs command leadership on legislative law proposals, plans and initiatives as required. Maintains liaison with the Office of the Secretary of Defense, The Joint Chiefs of Staff, Office of General Counsel, other Combatant/Component Commands, and Military Services and Staffs to keep abreast of legislative and Congressional activity. Conducts direct and routine senior level interface with Congressional Staffs and Members to facilitate a constant dialogue between U.S. Africa Command and Congress. Provides legislative program continuity across a complex and diversified Command organization with an Area of Responsibility of 53 countries and across numerous functional programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes managing a legislative program. Must have a working knowledge of the Joint Staff and/or Office of the Secretary of Defense organizations and conducted duties such as performing legislative research, legislative program planning, interpretation and analysis, preparation of senior management to testify before Congress, facilitation of Congressional and Professional Staff Member delegations, and drafting legislative proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Legal, Government and Jurisprudence Partnering Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
