Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INTELLIGENCE OPERATIONS SPECIALIST, Position Description Number D2069000 and is part of the Maryland National Guard G2. Responsibilities As an Intelligence Operations Specialist, GS-0132-09, you will collect, compiles, organizes, reviews, and evaluates intelligence information and data for the unit and other requesters. The information and data promote the accuracy and timely analysis of the situation or threat affecting operational missions. Perform work independently and in concert with established work procedures. Acts on requests for intelligence information and resources levied on the unit from within military channels, by special agreement, and other agencies as authorized. Responsible for daily intelligence updates in support of operational mission tasking. Responsible for development of intelligence annexes, physical security plans, and all security related areas for the Brigade and subordinate units. Responsible for all communications related to equipment and communication security (COMSEC) material within the Brigade. Provides all-source intelligence information and data at the tactical and operational levels dealing with threat capabilities (weapons systems, equipment, organization, doctrine, theory, tactics, techniques, areas of interest, and procedures), intentions, vulnerabilities, affects of terrain and weather on operations, and courses of action. Publishes a variety of reports and conducts intelligence briefings. Ensure the proper dissemination of intelligence and products throughout the organization. Utilizing exceptional technical knowledge of intelligence doctrine, tactics, techniques and procedures the incumbent provides input to training materials and may coordinate organizational training. Ensure compliance with applicable law and regulations. Provides intelligence information and/or products to officials outside of the organization regarding the interpretation of IMINT (Imagery Intelligence), SIGINT (Signal Intelligence), and HUMINT (Human Intelligence) operations and assessments. Researches a variety of open source media to include intelligence databases Internet general media publications etc., for relevant information. Identifies and catalogs appropriate source materials, compares with existing sources and updates local/state and/or national level manual and automated databases as required. Reviews pertinent daily activity reports, intelligence estimates, open source materials, and information from local/state and federal government and non-governmental organizations as required. Monitors the administration of the personnel security program for the organization. Disseminate guidance for processing applications for security clearances. Monitor the organization's top-secret sensitive compartmented information (TS-SCI) position reporting and accountability. Serves as the point of contact for the organization's information, physical, and automation security programs. Interprets and/or develops security policies and procedures, controls access to classified information, and provides guidance to the organization. Conducts inspections of subordinate units, analyzes information for trends and issues, and recommends actions for compliance. Incumbent may serve as the information systems security officer (ISO) for all classified and unclassified automation systems. Serves as a subject matter expert and advises in the area of intelligence oversight. Ensure that the activities and operations are in full compliance with US Code, Department of Defense (DoD) Directives, Army Regulations, and other applicable policies and legal opinions. Conduct intelligence oversight training to all members of the organization. Conduct intelligence oversight inspections of subordinate units. Reviews, validates, and forwards reports of questionable activity to supervisor. Provides training for organizational personnel on Subversion and Espionage Directed against the Army (SAEDA), operational security, computer security, and handling of classified information and the organization's anti-terrorism/force protection (AT/FP) program. Provides recommendations on the intelligence architecture (distribution and connectivity of tactical automation systems and ISR sensors) and the framework for employment and conduct of intelligence activities during full-spectrum operations. May serve as the organizational subject matter expert on threat condition analysis and implementation of protective measures. Establish liaison with other agencies within and outside the organization in order to ensure timely flow of intelligence information critical to military operations. Attends required intelligence workshops and conferences for the purpose of information gathering, sharing and continued professional improvement. Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her USERRA rights, this position may be converted to a permanent status without further competition. Military Grades: Enlisted GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: Must have 1 year equivalent to at least GS-7 experience, education or training performing functions involving various intelligence systems and organizations. Experience reviewing and analyzing data including technical reports, surveys, and studies. Experience preparing and conducting training plans and programs, both formal and on-the-job. Quality of Experience: - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
