ARServices is seeking a qualified candidate to support the DTRA RD Counter Weapons of Mass Destruction (CWMD) Technologies Department (CX), Target Assessment Technologies Division (RD-CXA) team.
The ideal candidates for this position have experience in technical program and project planning and general project management support. This position is full-time. Most of the work will be performed in a government facility at Fort Belvoir, VA. Some hours will be worked at a government facility in Reston, VA. Although situational telework may be permitted, the majority of the weekly tasks will require work on site at these two locations. This position requires a Top Secret clearance with access to Sensitive Compartmented Information. This position may involve occasional travel.
Support preparation of official correspondence and staff actions
Track, distribute and respond to tasking from higher echelons of the Agency;
Support division personnel actions
Support planning and execution of R&D programs.
Perform analysis and trade studies related to cost trade-off options.
Provide necessary input to acquisition planning meetings and create and manage Purchase Request Packages
Employ technical expertise to translate technical plans into required fiscal documentation to support the planning, programming, budgeting and execution.
Review program documentation to ensure validity and facilitate cross-communication regarding program priorities and courses of action;
Participate in Integrated Product Teams and serve as program point of contact;
Establish and maintain relationships with relevant internal and external stakeholders;
Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.
Assist in setting portfolio, project, and product level strategy and priorities;
Track, report and analyze program cost, schedule and performance information;
Ensure portfolios are responsive and mapped to program goals and requirements;
Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences;
Create briefings and products for both technical and senior leader audiences;
Track cost, schedule, and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program;
Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers.
Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years;
Assist with tracking project expenditures, supporting the development of funding award documentation and development/maintenance of program review materials;
Provide technical and logistical support to the client and be prepared to provide insight for internal taskers;
Provide assistance with acquisition /contracting strategy for projects and programs;
Assist with planning, coordinating and executing stakeholder meetings and tracking project deliverables;
Assist with contributing input for budget execution reviews;
Assist with managing and developing the PPBE (planning, programming, budgeting, and execution) process as well as developing budget/program briefs.
