Department of State - Agency Wide Supervisory Human Resources Specialist in Rosslyn, Virginia

Summary This position is located in the Human Resources Management (HRM), Office of the Executive Director (EX), Bureau of Diplomatic Security (DS). HRM provides a comprehensive, customer focused program of human resources management services. You will serve as a Supervisory Human Resources Specialist, responsible for planning and overseeing the delivery of a broad range of HR services, providing authoritative advice and consultation, and resolving a wide range of HR management issues. Responsibilities Oversees the delivery of expert management advisory/ consultation services to Bureau management officials on a broad range of HR disciplines related to management concerns. Advises managers in complying with HR regulations, policies, and procedures. Plans and directs the delivery of a comprehensive program of recruitment, staffing, training and development, management-employee relations, incentive awards, performance management, benefits, and related human resources management services. Through team leaders ensure the Bureau is continuously staffed with optimum numbers of highly skilled and motivated employees including Personal Services Contractors domestically and overseas, DS Eligible Family Member, and Foreign Service employees. Plans work to be accomplished and sets priorities for team leaders based upon workload and priorities, ensuring reasonable equity among subordinate components. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: • Experience analyzing and resolving complex recruitment and staffing problems. • Experience developing recommendations for changes for organization procedures and policies. • Experience providing management advisory services on any three (3) of the following: recruitment, staffing, classifications, compensation, and/or benefit programs for an organization. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
