Basic purpose of the job
Act as a liaison to internal business functions such as TA, Medicine, CA, coordinating and integrating the wide range of MAHA initiatives.
With the understanding of the company-wide and TA/asset/target disease-specific perspectives, organically combines and synchronizes the Healthcare Affairs Plan with other cross-functional plans (IBP, ICP, LR, etc.) and ensures that MAHA activities are aligned with the company. strategy and TA/asset strategies, while at the same time, correctly understand the external environment and its changes, and reflect them into the different level of the strategies such as for the company, TA/asset, and MAHA strategy at an early stage.
Accountabilities
1) Develop and update Healthcare Affairs (“HCA”) plan based on the generated insights on the opportunities and risks for the Company through the analysis of the external environment.
Related performance indicators
Closely monitor the discussions and implementation of healthcare policies. Engage with external stakeholders to understand the context of the changes.
Integrate the captured data points and generate the insights on the potential opportunities and risks for the company to share them with the relevant internal stakeholders including Executives in time.
2) Co-develop and execute asset/disease-specific and “Above Brands” initiatives to shape the healthcare environment.

Lead the discussions in cross-functional team, including both local and Corporate from the healthcare system perspective and define the contribution of MAHA organization for multiple years tailored for brand/asset as well as above-brand.
Oversee the project portfolio and track the progress.
Lead the execution of agreed initiatives where appropriate.
3) Synchronize the Healthcare Affairs Plan with other cross-functional plans (IBP, ICP, LR, IMC, etc.).
Related performance indicators
Coordinate MAHA to fully contribute to the development of different planning process.
Embed insights, including the maximization of the identified opportunism and risk management into the plans owned by different functions.
Update HCA plan as necessary based on the gained insights through the planning process and ensure the synchronization between HCA plan and other plans.
4) Design, optimize, and coordinate the MAHA operation model to support different brands/assets and their planning process.
Related performance indicators
Propose and agree on MAHA operating / collaboration model with different TA/Asset team considering both asset/disease characters and opportunities from healthcare system.
Identify required MAHA resources with defined roles and responsibilities to collaborate with TA/Asset team in different planning processes.
Periodically updates the status and propose the improvement to MAHA leadership team.
5) Contribute to the organization development and maximize the potential and performance of team members.

Own a regular meeting with MAHA leadership team to ensure the cross-functional alliance and maximized MAHA contribution to the Company.
Develop the team and ensure the environment where team members can maximize the potential and performance.
Manage the talents in the team to further develop the capabilities considering future opportunities.
Regulatory and / or Organisational Requirements
Understanding on the related systems, rules, laws and technology assessment methods (e.g. National/Regional budgeting process, National Health Insurance System, NHI pricing rules, Medical Service Fee systems, Cost-Effectiveness Analysis, Health economics and Outcome research, compliance regulations, etc.).
Job Complexity
Extensive understanding of Japan pharmaceutical operating environment and healthcare/medical policy landscape.
Compile and visualize the complicated national/regional healthcare/medical policy and its shaping process, stakeholders to identify the risks and opportunities for the company.
Understanding on the product/disease profiles and characteristics for BI brands/asset is required for analysis external environment and HCA planning.
Lead cross-functional colleagues with open mind and deep understanding is required, not only within MAHA but beyond MAHA.
Coordinating an organizational priority on MAHA initiatives not only TA, but also above brands with considering Human Pharma objectives.

Job Expertise
Extensive knowledge of the Japan pharmaceutical operating environment and health policy landscape.
Strong knowledge and analytical skills to have a holistic view on the national healthcare/medical policy and systems, as well as the decision-making process of healthcare stakeholders, authorities, and regulators.
Understand the healthcare/medical policy and its implementation in the past and potential development in the future.

Minimum Education/Degree Requirements
University degree and/or graduate degree (MBA, MPH)
Required Capabilities (Skills, Experience, Competencies)
Minimum 5 years’ experience in the pharmaceutical industry.
Leading experience a matrix team of cross functional colleagues.
An extensive understanding of Japan pharmaceutical operating environment and health policy landscape.
Ability to lead and manage a complex array of internal stakeholders.
Logical/analytical/system thinking skills with well-developed inter-personal and influencing skills.
Conceptual skills to integrate the information/data and to spot opportunities and develop into initiatives.
High levels of pro-activity, agility, persuasiveness, independent working and the ability to juggle and deliver against multiple tasks and competing priorities simultaneously.

Native in Japanese and fluent in English.
