Comptroller Position Purpose/Summary Responsible for maintaining the
city\'s financial system by providing city management and other
stakeholders with accounting and financial records necessary to make
sound financial decisions. Ensures that all city transactions are in
accordance with Governmental Accounting Standards Board (GASB),
Generally Accepted Accounting Principles (GAAP), the Uniform
Massachusetts Accounting System (UMAS), city policies, and city
ordinances. Serves as the Ex-officio member of the Springfield
Contributory Retirement System. Work is performed under the supervision
of the CAFO. Supervises department employees. Essential Functions Serves
as a key member of the city\'s financial management team in the
development of the annual operating budget, capital budget, and
financial forecasts. Oversees the hiring, training and work of all staff
within the Comptroller\'s Office. Ensures that all cash disbursements by
the city are not in excess of appropriation. Approves and posts the city
budget transfers and amendments. Balance and reconcile various accounts
and ledgers of all city funds. Reconciles all accounts for year-end
closing in addition to Treasurer\'s cash book to the city\'s general
ledger. Establishes city\'s tax rate, certifies free cash by completing
required forms and the completion of the Schedule A Report with the
Massachusetts Department of Revenue. Enforces the City\'s budget
pursuant to chapter 44 of Massachusetts general law, includes sweeping
of unexpended funds in accordance with chapter 468 of the acts of 2008.
Creates and presents financial orders to the CAFO, Mayor, and City
Council. Trains, maintains, and tests the City\'s integrated accounting
software. Reviews and recommends accounting policies and makes
recommendations to improve the existing accounting software. Prepares
regular and special financial and statistical statements and reports of
a complex nature. Prepares the city\'s Annual Comprehensive Financial
Report (ACFR). Prepares reports for the yearly external audit and
various state and federally mandated reports. Supervises the preparation
of 1099 forms for tax reporting purposes. Performs other related job
duties as assigned. Knowledge, Skills, and Abilities Ability to
supervise and manage a professional and clerical staff. Effectively use
complex math equations to reconcile accounts. Extensive knowledge on all
aspects of Massachusetts municipal finance laws. Requires ability to
complete complex accounting forms for city, state, and external
stakeholders. Strong written and verbal communication skills. Ability to
establish and maintain effective working relationships. Education and
Experience Bachelor\'s degree in a related field. Ten years of municipal
accounting and/or finance experience with a minimum of five years\'
experience in a supervisory role. Residency in the City of Springfield
is a requirement for this position.
