*This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
*This is a Temporary Unclassified position for approximately three (3) years.
Under administrative direction, the incumbent is responsible for organizational and administrative analysis of critical functions of assigned divisions within the Office of Inspector General (OIG) which spans Background Studies, Licensing, Program Integrity Oversight, OIG Chief Legal Counsel’s Office, Enterprise Operations and Policy, and Digital Services, Analytics, and Insights.
Responsibilities include but are not limited to the following:
Directs and executes complex, high-risk studies of assigned division functions.
Performs advanced budgetary formulation, execution, and analysis in collaboration with other OIG staff within the OIG.
Provides leadership and direction in order to streamline processes and inform the financial and budgetary planning and decisions within the OIG.
Direct and conduct system/business analysis of both existing and novel processes, and develop methods, policies, procedures, and protocols to optimize resources and conform to regulatory demands and constraints.
Develop, monitor and manage the Division's expense and revenue budgets.
Provide advanced professional, technical, and logistical support of the Division's operational processes and procedures.
Minimum Qualifications

Two (2) years of experience in financial analysis and reporting to plan budgets.
Experience must demonstrate the following:
Perform financial management functions including analysis, budgeting, expenditures monitoring, and forecasting.
Perform program evaluation and performance including assessing financial impact of various projects and recommend appropriate cost-effective solutions.
Interpret financials, with an ability to present complex data to stakeholder to inform decision
Preferred Qualifications
Bachelor’s degree or higher in Finance, Public Administration, or Business Administration may substitute for one (1) year of experience.
Knowledge of State of Minnesota financial regulation/policies and the Minnesota SWIFT (Statewide Integrated Financial Tools) system or similar systems and structures within a governmental entity.
Knowledge of Department of Human Services (DHS) licensing functions and the role of the Office of Inspector General (OIG) in investigating fraud, waste and abuse.
Direct and conduct functional and business analysis to identify systems and resource requirements needed to implement new legislative or policy initiatives with little or no precedent.
Understand and maintain confidential and private information and follow protocols, policies, procedures, and regulations related to the same.
Computer and data entry sufficient to accurately type and accurately enter information with reasonable speed to update and maintain data bases and spread sheets, type correspondence, and carryout work assignments.
Communication sufficient to effectively assist internal customers, including good interpersonal interaction skills, such as common courtesy, tactfulness, positive problem solving, etc. and the ability to professionally deal with demanding or angry customers.
Variety of experiences working effectively with others from different backgrounds and cultures.
Certification in Project Management or Public/Private Section Finance with a recognized professional association.
