This position offers a hybrid work schedule which includes telework days and in office days at a DLI office building.

This position will direct and lead the Construction Codes and Licensing Division’s Education/Codes/Grants/Rules, Permitting, Contractor Recovery Fund (CRF) and Division Operations units. Responsibilities include:

  • Assuring compliance with program and legal requirements, including overall adherence to laws, rules, regulations, and budgetary oversight.

  • Provide technical and leadership assistance to Director to address industry stakeholder issues, lead policy development and address division program needs.

  • Provides implementation, development, and management of Special Projects and/or process improvements as requested by Director.

  • Oversight of the Licensing unit.

Perform other duties as assigned.

Minimum Qualifications

  • Four (4) years of managerial or supervisory experience* in one of the following areas: construction permitting, trade licensing, construction related education, or development of construction codes and rules.

*Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate’s degree may substitute for six months of experience.

  • Demonstrated leadership experience* sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:

  • Coaching, mentoring, and/or developing staff while building relationships.

  • Leading teams to meet the organization‘s expectations for productivity, quality, or goal accomplishment.

  • Managing the preparation and maintenance of reports necessary to carry out the functions of the department.

  • Understanding of staff development, supervision, and team building.

*Demonstrated leadership experience may include any of the following:

  • Experience as a supervisor, team lead, lead worker, OR project lead*

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

  • Completion of a similar or equivalent leadership development program through another organization

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:

  • 1+ years of identifying issues, goals, and strategic actions

  • 100+ hours per year time commitment

Experience must demonstrate the following:

  • Ability to manage, implement and develop rules, statutes, policies, procedures and partnerships with stakeholders.

  • Knowledge of state, federal and local laws, codes, rules and regulations related to CCLD programs; state, local and federal regulatory functions sufficient to enforce their provisions.

  • Ability to provide technical and leadership assistance to Director in special projects and in responding to stakeholders.

  • Ability to communicate effectively with individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.

Preferred Qualifications

  • Five (5) or more years of experience as a supervisor or manager of one of the following Construction Codes and Licensing programs: Contractor Recovery Fund, Permitting, Licensing, or Education/Codes/Rules/Grants.

  • Extensive knowledge of the Contractor Recovery Fund, permitting, licensing, education/rules and division wide business processes and procedures of Construction Codes and Licensing.

  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
