MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and two (2) years of administrative experience.

A master's degree from an accredited college or university can substitute for one year of the required experience.

Administrative or clerical experience can substitute on a year-for-year basis for the required college education.

An equivalent combination of education and experience which equals six (6) years can substitute for the above requirements.

JOB DUTIES:

Serves as the division's Personnel Liaison:

Coordinates overall administrative activities for the division’s personnel services within the Administrative Unit.

Manages the personnel transaction process, workload and assignments, communicating and directing interaction between employees and managers statewide. Compiles, interprets and prepares data for recurring and non-recurring administrative reports with follow up presentation to management. Manages and provides technical support for all human resource actions within the division and provides daily direction on all workers’ compensation, recruitment and selection, time and attendance, classification and pay, employee relations and all other human resource activities. Oversees and provides general training to division personnel with, but not limited to, People First, code of ethics, attendance/leave, discipline, grievances, violence in the workplace, background screening, performance evaluations, recruitment, Family Medical Leave Act (FMLA), drug-free workplace and the Employee Assistance Program (EAP). Coordinates the preparation and maintenance of personnel records, reports and other required documentation such as Workers Compensation First Notice of Injury, FMLA, EAP, etc. Keeps management informed of all pertinent information pertaining to on-going personnel issues. Prepares correspondence relating to personnel matters and distributes same to appropriate division personnel. Responsible for accurate and complete identification registration for issuance of Sonitrol ID cards, managing appropriate access for differing levels of employees to sensitive and secured portions of agency buildings, offices and laboratories. Manages division level oversight of perquisites, including moving expenses, collects required information and supporting documentation from each bureau and prepares approval request forms for addition of new perquisite(s). Responsible for maintaining records and the preparation of renewal forms to be submitted to administration annually.

Manages the division’s recruitment process and provides technical assistance to ensure position classification, recruitment and employee selections are accomplished within acceptable time frames and in accordance with established state and federal laws and regulations as well as department policies, procedures and guidelines. Consults with managers and supervisors to initiate recruitment activities using the most appropriate method. Analyzes staffing issues and consults with managers to develop strategies that meet the organizational needs. Researches and provides appropriate justification and supporting documentation for pay actions impacting division’s salary and benefit appropriation. Maintains register of anniversary dates for all division employees; notifies supervisors prior to employees' anniversary dates that performance reviews are due. Reviews performance reviews for accuracy and completeness; works directly with submitting supervisor if corrections, changes or more information is needed.

Reviews and researches policies and procedures; reports, consults, provides recommendations and assists management in the formulation and implementation of personnel policies and procedures consistent with agency and division objectives as well as collaborating on future needs through attrition planning regarding program activities, operations and division direction for the future. Coordinates the division’s reorganization efforts as they occur.

Administers the division’s workers’ compensation program and return to work program. Serves as the program administrator and central contact person for all work-related injuries and for employees returning to work with medical restrictions due to a non-work related medical condition. Responsible for working with injured employees, coordination of claims processing and overseeing medical case management. Ensures compliance with federal and state laws.

Serves as the Division Training Coordinator and Liaison with the Division of Administration, Professional Development team. Assists division personnel with coordinating soft skills training, New Employee and Supervisory Training. Maintains the division training database.

Performs other related duties as assigned by appropriate authority.
