Summary This position is located in the Drug Enforcement Administration (DEA), Human Resources Division (HR), Office of Talent Acquistion (HRT),Business Operations Recruitment & Staffing Section (HRH). This position(s) primary purpose is to perform the duties of Section Chief and provide leadership to the Business Operations Recruitment & Staffing section. Responsibilities As a Supervisory Human Resources Specialist, your typical work assignments may include: Perform program evaluation of a full range of Human Resource (HR) programs; Develop and execute improvement/enhancement plans. Review current and proposed Office of Personnel Management (OPM) and Department of Justice (DOJ) directives and precedents for their applicability to HR functions across the agency. Apply key aspects of OPM and DOJ Strategic Human Capital Management plans in program oversight and evaluation. Identify areas where policy or program changes need to be made to meet agency mission requirements. Serve as the functional expert of the Human Resources Division on employing staffing programs to support the mission objectives of organizations served. Advise the Deputy Assistant Administrator (DAA) and the Associate Deputy Assistant Administrator (ADAA) on complex staffing issues, cases, and programs. Ensure staffing programs satisfy agency objectives, reflect clients' requirements and are compliant with governing laws and regulations. Serve as a senior advisor to senior-level managers. Manage Division resources to maximize the effective and efficient use of employee skills as well as agency funds. Direct HR Division budget and staffing plans, ensuring that forecasts accurately account for current and future requirements. Review factors affecting the cost of delivering services to avoid waste, maximize the use of resources, and minimize areas of vulnerability. Plan and direct the activities of the Division. Serve as Subject Matter Expert regarding the application of staffing, processing, and position management regulations and laws as it relates to employee and labor relations, litigation, and settlement cases. May serve as a witness and/or deciding official on grievances, settlements, or arbitration. Provide recruitment and placement services to assigned organizations. Regularly meets with management officials to discuss work status, get feedback on recruitment programs and to stay informed of functional issues, new workloads, long-range personnel needs, problems encountered, and other matters that influence recruitment and placement. Provide recruitment, placement, and affirmative employment advisory services. Consult with and advise managers and supervisors on a variety of complicated and complex technical issues or problems of a sensitive nature. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: Overseeing and/or providing comprehensive technical guidance in the application of rules, regulations, and procedures related to four of the following areas of human resources servicing: recruitment and staffing; position management; position classification; pay administration; leave administration; and personnel payroll processing. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
