U.S. International Trade Commission Supervisory Attorney Advisor (Administrative Law) in Washington, District Of Columbia

Summary This position is located in the U.S. International Trade Commission, Office of the General Counsel (OGC). The incumbent serves as a Supervisory Attorney Advisor for Administrative Law and is responsible for assisting in the carrying out of functions assigned in support of the Commission mission. Responsibilities The ideal candidate for this position would possess expertise in federal administrative law, including, federal procurement/government contracts; federal appropriations law; fiscal law; federal information law, including the Freedom of Information Act (FOIA) and FOIA appeals, the Privacy Act, the Government in the Sunshine Act, and the Paperwork Reduction Act; federal civilian personnel law, employment law, and federal-sector labor relations; and administrative litigation. As a Supervisory Attorney Advisor (Administrative Law), the candidate will provide day-to-day advice and supervision of attorneys in providing advice to the Commission on legal aspects of administrative law and related matters. Major duties for the position includes: Provides expertise in federal civilian administrative law and supervises attorney oral and written legal advice and legal-sufficiency reviews for the management officials on a wide variety of administrative-law matters that are generally applicable to Executive Branch agencies, including interpretation and application of statutes, executive orders, regulations, guidance, and precedent in the following areas: Federal procurement/government contracts; federal appropriations law; the budget-formulation process and procedures; fiscal law; Federal information law, including the Freedom of Information Act (FOIA) and FOIA appeals, the Privacy Act, the Government in the Sunshine Act, and the Paperwork Reduction Act; Rulemaking; external reporting requirements; Federal civilian personnel and employment law; and Federal-sector labor relations. Reviews and approves briefs and drafts motions; before federal courts and administrative agencies, such as the Government Accountability Office (GAO), U.S. Court of Federal Claims, the Merit System Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Federal Labor Relations Authority (FLRA), and the Office of Special Counsel (OSC); Developing and providing legal-sufficiency review of agency internal rules (e.g., policy directives, handbooks, forms); Identifying agency interests, legal risks and liabilities, and other issues relevant to advice requests; the provision of sound and thorough legal research; and the ability to timely and effectively respond to complex legal questions in a clear and concise manner; Identifying and assessing the impact of new government-wide mandates or quickly evolving situations, such as lapses in appropriations, and adjust work priorities to timely address them; Independently executing goals and objectives by coordinating with other supervisory personnel and overseeing attorneys' participation in administrative law matters; Directing, planning, developing, and carrying out those administrative programs necessary to the performance of matters assigned to the Commission under the Tariff Act of 1930, the Trade Act of 1974, and the Trade Agreements Act of 1979; Working with the General Counsel and other Assistant General Counsels; and Performing supervisory functions including: updating training programs and conducting training of attorneys; assisting in rulemaking proceedings; representing OGC in interoffice meetings; and overseeing attorney workload and assignment schedules. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. To be hired as a Supervisory Attorney with us, you must: possess at least a Bachelor of Laws (LL.B) degree or a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association; AND currently be a member in good standing of the Bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. AND Minimum Qualifications: For the GS-15: In addition to meeting the basic qualification requirements above, you must meet the specific and/or specialized experience comparable to the GS-14 level in the Federal service or equivalent experience in the private sector as follows: One (1) year of specialized experience which is defined as professional legal experience in areas such as: providing advice and oversight for administrative law; providing technical review of proposed rules of practice and procedures for interpretation; preparing reports and briefing papers to senior management officials on administrative law matters; judicial clerkship(s), AND four (4) years of federal civilian administrative law and administrative litigation. Applicant must have extensive experience writing and editing legal documents. Applicant must demonstrate supervisory level skills. Education All applicants must possess a first professional law degree: J.D. or LL.B from an American Bar Association Law School, or equivalent training. Equivalent training is training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken.
