The Program Manager-Homeless Services oversees the daily operations,
staff, and services of shelter services and outreach program to ensure a
safe, supportive, and trauma-informed environment for clients. This role
is responsible for maintaining shelter programming standards,
supervising staff, ensuring compliance with funding requirements, and
working collaboratively with internal and external community partners to
support clients.
Duties and Responsibilities
- Oversee all shelter operations, ensuring a clean, safe, and
welcoming environment 24/7.
- Implement and monitor shelter policies, procedures and best
practices.
- Ensure compliance with organizational culture/policies, local/state
regulations, and funding contract requirements.
- Ensure that program data is being collected and evaluate outcomes
and improve services.
- Prepare reports board members and reports for leadership as needed.
- Recruit, train, schedule, and supervise shelter staff, including
case managers, advocates, and support staff.
- Facilitate regular team meetings and provide ongoing coaching and
performance evaluations.
- Coordinate staff development and training on topics such as crisis
intervention, de-escalation, and harm reduction.
- Support staff in addressing client needs, crises, and conflicts as
they arise.
- Ensure clients receive quality supportive services while maintaining
an equity-centered approach to client care.
- Coordinate and attend meetings with community organizations and
service providers to connect clients with resources such as housing,
employment, mental health, and medical services.
- Monitor shelter capacity and oversee intake processes to prioritize
vulnerable individuals and families.
- Maintain safety protocols and emergency procedures for clients and
staff.
- Manage program budgets, supplies, and facility needs in
collaboration with leadership.
Working Conditions and Physical Requirements
This position requires onsite presence at the shelter location. The
position is regularly required to make use of close vision to read.
While performing the duties of this job, the employee is frequently
required to sit, speak with employees and clients, and use a computer.
The employee is frequently required to stand and walk. May be required
to hold a valid drivers license without restrictions. May be required to
acquire and maintain a Food Handlers certification. Must be able to lift
25lbs with or without assistance.
Work may involve exposure to individuals in crisis and/or experiencing
mental health challenges. Fast paced and dynamic environment with
frequent problem-solving required. Additional time may be required
outside the normal work schedule. On-call rotation required.
